The research focuses on the new security climate and its implications for civil society. It provides assessments and analyses of current and emerging threats, attempting to identify and understand the root causes of new problems and to examine the scope for the development of solutions. A major theme of The New Security Programme's research is the vulnerability of the global economy, a feature of the new security climate that is not the result of the emergence of any particular terror group but a consequence of the increasing interdependence of international society. The New Security Programme is planning a major research programme together with New York University's Center for Catastrophe Preparedness and Response. A key area of this research will be the changing nature of international security and its implications for traditional security architecture. Who are the new 'players' in global security? What is the meaning of 'national security' in the context of the global economy? Are international organisations, such as NATO, the EU and the UN, ready for a new role? Research will also focus on a range of practical issues that result from a discussion of the broader strategic questions about the new security climate. Are current national and international security structures appropriate for responding to the new security challenges? What do we mean by 'homeland security'? Are there common standards? What are the new procurement options? What are the international legal implications? What are the implications for traditional civil liberties? Do we have to sacrifice liberty to safeguard security?
The New Security Programme will commission research by leading international experts, which will be published its journal, 'The New Security Review,' and in specific discussion papers. The Programme maintains a database of experts in many different areas of research into aspects of the new security environment, who can be contacted for comment or advice. The programme also maintains a list of specialists who are available for press and media interviews.
